Building for the Future

As SEAAA's membership builds toward the 2000 mark, it's time to reflect on where we are going in the future.

Our primary goal of supporting the Senior Enlisted Academy and its students will continue. We are always looking at new ways to expand our assistance to both.

We also are committed to the expansion of our All-service Leadership Symposiums. Although this is an enormous undertaking, the results are worth the effort. MCPON Herdt has expressed his desire to help SEAAA by creating a senior enlisted panel to explore conference ideas. Additionally, they will encourage stronger support from the fleet and other services.

It is apparent that the word is getting out about the CPO Scholarship Program. This year we nearly doubled the number of applicants. We anticipate that this trend will continue. Our personal thanks to Class 87 for giving of their time to select this year's winners. Additionally we need to recognize President, Bob Walker (MCPON 3) and Treasurer, Duane Bushey (MCPON 7) for the positive things they are doing to help get more contributions to the Scholarship Fund. They are running fund raising projects in the Norfolk, Virginia area and working hard to ensure the fund grows rapidly. Notices will be going out soon for applications for dependents starting college in the year 2000.

We are currently working on a proposal from HMCM Mark Cook to create a CPO Leadership Award. We will keep you posted as it develops.

Let me close by noting that the Academy is getting close to its 20th year of providing advanced leadership education. We hope to play a big part in recognizing that milestone. Give us your ideas about this momentous occasion.

Making Course Corrections

First, on behalf of the staff and the Navy, let me say how sad we are to say goodbye to Mike Baker. He’s a fine master chief, a true shipmate, a dear friend, and we all hate to see him go. Under his leadership we’ve made some quality changes to the curriculum. He also brought a common sense approach to the way we do business that has made life much more enjoyable for the staff and students. Fair winds and following seas to him and Janice.

Second, let me tell you how pleased and excited I am to have the opportunity to assume the directorship of the Senior Enlisted Academy. I’m going to give a brief update on the curriculum changes we’ve made the last year and half, up to and including the final changes that will be in place by October 1999, and then tell you my plans to make this excellent course even better.

All the changes we’ve made are a direct result of student critiques. We took your recommendations and in early spring of 1998 presented them to a curriculum review panel consisting of several fleet, force, and command master chiefs and representatives from CNET. In June 1998, we briefed Admiral Tracey, CNET, on the recommendations of the panel, and received approval to change the curriculum. Here’s what we’ve done so far.

Unit 1, Written and Oral Communications.
For written assignments, we deleted the business letter, and National Security Affairs (NSA) research paper. We added a newspaper article and a book report. The book report is from any book off the MCPON’s recommended reading list.

For group projects, we have each group develop a written directive or guidance for one of the following:

- retirement ceremony,
- professional development board,
- disciplinary review board,
- CPO initiation/pinning ceremony,
- and a command motivation program.

For oral presentations, we deleted the NSA presentation, and added the book report presentation, a guest speaker presentation, and a presentation of the group project.

Unit 2, Leadership and Management.
The facilitation lesson has changed from facilitating educationally to facilitating a task-based group (chiefs mess). We’ve added two leadership lessons. The first discusses what it is to be a leader, and the second discusses the importance of vision statements. Our values and ethics lesson has changed from a discussion about the Navy’s core values to discussion of ethics and values in general with some real world scenarios and examples. We added a lesson on Operational Risk Management (ORM).

And on the legal side of the house, we’ve added EMI to the NJP lesson, and replaced standards of conduct with unlawful command influence.

Unit 3, National Security Affairs.
The Naval War College updated all of their presentations, and we added a brief given by the COMRESFOR Force Master Chief on total force integration of the Reserve.

Unit 4, Navy Programs.
Since August 1997, each class returns to RTC Great Lakes for 3 days. They leave late on a Wednesday morning and return Saturday afternoon. We’ve taken most of the discussions about Navy programs out of the lesson on the MCPON, Fleet/Force, and Command Master Chief Program and made separate lessons. We now have lessons on the role of the CMC or senior enlisted leader and Navy programs in general, the sponsor/indoctrination program, and the Command Managed Equal Opportunity program. Other new lessons include how to manage an afloat CPO mess, and a lesson on personnel inspections.

Unit 5, Physical Fitness and Health.
For those of you who enjoyed the SEA physical fitness program, you’ll be happy to know it’s as much fun as ever. What we have tried to do is refocus the emphasis from just the physical fitness aspect (passing the PRT) to maintaining an overall healthy life style.

What’s the future hold for the curriculum? I see no significant curriculum changes after October 1999. We’ve been in a constant state of change almost the whole time I’ve been here, and we need to stabilize the course for a while. After October, I plan to direct my attention on changing how we deliver the material, changing the course from comprehension of the material to applying it, and developing an application based testing program vice comprehension testing.

I’ll close with stating again how honored I am to be given this opportunity. The staff and I look forward to the continuing challenge of operating this school and are excited about the opportunity to better our Academy and positively impact our senior enlisted leadership in the fleet.

This will be a short article, and my last as Director. At a time like this, one looks back on the tour and asks "What did I get done?" I can truly say, I’m not sure. I think, in the long run, the changes made were for the better. This schoolhouse needed to get ready to move into the next century, and frankly, some of the things we did were antiquated. I can also say, with confidence, that trough it all, we maintained our focus on our professional standards. As the saying goes, "Time will tell."

My relief is Master Chief John Hayes. John attended the Academy in Class 9. That makes him almost as old as me. He has been on the staff for two years, and the last year he has been in curriculum development. This has given him a unique insight into what we do and how we do it. He has some great ideas about keeping the SEA moving in a positive direction. One of his goals is to keep us at the forefront of leadership training into the next century. He is absolutely the right person for this job.

Working with the professionals of the SEAAA board has been a major factor in making this a very good tour for me. This group of unselfish people do much for the school and the CPO community overall. They never hesitated when I approached them about assuming administrative control of the CPO Scholarship Fund. They enthusiastically accepted yet another administrative job. By the way, these jobs are done after hours, on their own time and own expense. They have personified the term "Taking care of our own." It has been an honor knowing them and working with them.

In closing, this tour has capped a 32 plus career for me. Janice and I have made many great friends and have had a wonderful time here in New England. I can’t imagine a better way to go out. May God bless you all.
